Only one osprey observed but actively reconstructing a small nest

No sign of activity and nest is in sad shape. It may have been abandoned?

The nest is small; just a few sticks, but I saw 3 ospreys circling around it in August, so presumably one was a fledgling. Usually at least one was around until late September.
